About this opportunity

The Department of the Air Force Air Mobility Command, through the 60th Contracting Squadron, issued a Notice of Intent to Award a Single Source contract on April 16, 2026. This notice announces the intent to award a sole source contract to ADB SAFEGATE for the replacement and upgrade of Airfield Lighting Controls at Travis Air Force Base. The procurement is authorized under 10 USC 2304(c)(1) and FAR 6.302-1, which permits single source awards when only one responsible source can satisfy agency requirements. The contract will be structured as a firm fixed price service contract with an estimated value of $292,009.15 and an anticipated performance period of 120 days. The determination reflects the proprietary and specialized nature of the existing ADB SAFEGATE Airfield Lighting Control Management System currently installed at the base.

The primary objective of this procurement is to upgrade the Station Utilization Unit (SUU) Airfield Lighting Control System to include Pilot Radio Control capability, ensuring continued compliance with FAA specifications. The deadline for interested parties to respond is April 22, 2026, and responses will be evaluated to determine whether to proceed with a competitive procurement process. ADB SAFEGATE has been identified as the sole source based on the exclusive nature of its system components, which are incompatible with competing manufacturers' parts, and the advanced expertise required by its technicians to maintain FAA compliance and perform critical commissioning checks. While this procurement does not employ a set-aside program, the contracting officer has committed to conducting ongoing market research under FAA Part 10 to explore competitive procurement opportunities in the future. The government will not bear any costs associated with preparing responses to this notice.
