About this file

This is a Single Source Justification document for a simplified acquisition submitted by the 60th Contracting Squadron (60 CONS) at Travis Air Force Base. The contracting activity seeks to upgrade the Station Utilization Unit (SUU) Airfield Lighting Control System to include Pilot Radio Control capability, with an estimated contract cost of $292,009.15. The requirement is not classified as a Bridge Action under the Air Force Bridge Action Reduction Plan.

The justification for single-source procurement centers on the proprietary nature of the ADB Safegate Airfield Lighting Control Management System (ALCMS), which is manufactured to FAA specifications and currently installed at Travis AFB. The contracting officer determined that ADB Safegate is the only reasonably available source because the system's components are exclusive to ADB Safegate and incompatible with parts from competing manufacturers. Additionally, only ADB Safegate technicians possess the advanced expertise required to maintain system conformance with FAA specifications and perform the critical commissioning checks necessary to ensure full functionality for air traffic control and civil engineer users. The document notes that the existing ADB Safegate products at Travis AFB utilize exclusive components that cannot be interchanged with other manufacturers' parts, and using personnel unfamiliar with the system at an advanced level presents unacceptable risks to airfield lighting control operations. While acknowledging the government's preference for competition, the contracting officer committed to ongoing market research under FAA Part 10 to explore future competitive procurement opportunities. SSgt Vanessa Siegel, the contracting officer, signed the determination on April 15, 2026.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 60 CONS

Project/Program Name: SUU Hardware Upgrade & Pilot Control Radio Addition

Purchase Request / Local ID Number:

Estimated Contract Cost (including Options): $292,009.15

Section B: Description of the Supplies/Services Required

60 CES is requesting to upgrade the Airfield Lighting Control System to include Pilot Radio Control.

Section C: Justification for Soliciting from a Single Source or Brand Name

The ADB Safegate ALCMS is a proprietary system manufactured to FAA specifications. Maintaining the ADB Safegate airfield lighting system with ADB Safegate components is the only way to maintain conformance to these specifications.

ADB Safegate technicians are the experts on this life safety piece of equipment and must commission with a series of checks that the system is fully functional for ATC & CE users prior to their departure.

Section D: Efforts to Obtain Competition

The ADB Safegate products installed at Travis AFB have components that are exclusive to ADB Safegate and cannot or will not be interchangeable with parts from other manufacturers. Using other people that are not familiar at an advanced level with the system leaves the door open to problems controlling the airfield lighting which is crucial for air operations.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Market research is always ongoing per FAR Part 10. It is in the best interest of the government to have competition; however, market research will be conducted to determine what is in the best interest of the government and if ADB Safegate is a proprietary system for installing their software. Both the mission partner and 60 CONS will keep sourcing the market and explore the possibilities to compete this requirement using competitive procedures in the future.
