About this opportunity
The 181st Intelligence Wing, Indiana Air National Guard announced a sole-source intent on June 12, 2026, under FAR 13.106-1(b)(1)(i) to procure two Advantor IG2 FIPS Processors, two Advantor LAN Processors, and five Advantor Expansion Modules that integrate with Advantor Central Station; capability statements are due by June 26, 2026.
The justification cites unique and highly specialized equipment. The 181st Intelligence Wing operates an existing Advantor system, and transitioning to alternative vendors would require complete system overhaul, create compatibility and integration risks, jeopardize mission continuity, necessitate full re-accreditation of all base systems, and impose avoidable costs. Advantor maintains exclusive intellectual property rights over the patented equipment in use and serves as the sole approved vendor authorized to maintain the current accreditation status. Market research via SAM.gov and other sources identified no suitable alternatives. The contracting officer certified on May 29, 2026, that the anticipated government cost is fair and reasonable.
The Government will consider responses to this notice; however, no affirmative competitive challenge will preclude sole-source award. Responses that merely ask questions do not constitute affirmative opposition. The Government retains discretion to determine whether to conduct competitive procurement or proceed with sole source. If no responsible, responsive offers are received by June 26, the Government will pursue sole-source contract award with Advantor Systems Corporation. Performance involves multiple buildings on the installation under firm fixed-price terms funded through Army O&M.
