About this file

This is a Justification Review Document submitted by the National Guard Bureau to support a single-source contract award for the Advantor Tech Upgrade 37_40. The contracting activity is the 181 MSG/MSC, with the requiring activity being the 181 Intelligence Wing, Indiana ANG. The contract is for a new, firm fixed-price procurement funded under O&M, Army. The contractor will provide hardware and software upgrades to the existing Advantor system across multiple buildings on the installation to increase technical capabilities.

The justification for single-source procurement rests on several factors: the 181 Intelligence Wing already operates an existing Advantor system, and transitioning to alternative components or vendors would require a complete system overhaul, result in avoidable additional costs, jeopardize mission continuity, and create compatibility and integration risks with existing equipment. Additionally, Advantor maintains exclusive intellectual property rights over the patented equipment and data currently in use, and the company is the sole approved vendor authorized to maintain the current accreditation status of base systems. Any alternative vendor implementation would necessitate full re-accreditation of all base systems, causing mission disruption. The contracting officer, 1st Lt Jacob Johnson, certified on May 29, 2026, that the anticipated government cost is fair and reasonable and that the justification is accurate and complete. No suitable alternatives were identified through market research conducted via SAM.gov and other means.

b. Description of Requirement Contractor to provide hardware/software upgrade to existing system in multiple buildings on installation to increase technical capabilities.

c. Demonstrate, in Detail, Why This Specific Item or Service, is the Only One That Meets Your Requirements The 181 Intelligence Wing already employs an Advantor system, moving away from the preexisting system components and software would require an overhaul to the entire system that would be result in avoidable additional costs, jeopardize the mission continuity, and risk compatibility/integration with existing equipment. Due to the legacy equipment and current accreditation of the this installation Advantor is the approved company to maintain current accreditation. If another source or company was to be implemented with current infrastructure it would cause a complete re-accreditation of base systems which would cause a disruption to the mission execution.

Yes, details are below. No.✔

6a. AUTHORITY CITED 41 U.S.C. 1901 as implemented in FAR 13.106-1(b)(1) Soliciting from a single source.

b. Reason for Authority Cited ⋯

See reason stated above. Only Advantor brand equipment will integrate successfully with existing equipment. Additionally, Advantor maintains patented equipment and data which they are exclusively allowed to maintain and handle. Advantor is the only company that can successfully complete this requirement without breaching any terms and condition with existing Advantor products.

7. POSTING REQUIREMENTS

None.

8. CONTRACTING REQUIREMENTS

a. Efforts to Obtain Competition ⋯

No sutaitable alternatives exist.

b. Actions to Increase Competition ⋯

No sutaitable alternatives exist.

c. Market Research ⋯ In accordance with FAR 10.002(b)(1); The extent of market research will vary, depending on such factors as urgency, estimated dollar value, complexity, and past experience. The contracting officer may use market research conducted within 18 months before the award of any task or delivery order if the information is still current, accurate, and relevant. Additionally, Advantor possess the intellectual property rights of equipment utilized on base, allowing a separate vendor to perform maintenance on such equipment would void terms of Advantor agreement.

SAM.gov was reviewed to discover similar requirements and help determine acquisition approach, it was uncovered that it is widely recognized that a transition away from components of existing security system would not result in any type of benefit for the government at this time.
