About this opportunity

The U.S. Coast Guard issued a notice of intent to award a sole-source, firm-fixed-price contract valued at $11,600.00 to STICHTING MARITIEM RESEARCH INSTITUUT NEDERLAND (DBA: MARIN) for PANSHIP software access, with an objection deadline of August 12, 2026. The Coast Guard determined that MARIN is the only responsible source capable of satisfying the requirement based on exclusive ownership and maintenance of the PANSHIP simulation software. The procurement is classified under NAICS 513210 (Software Publishers) and PSC 7A21 (Business Application Software—Perpetual License), and is not a small business set-aside.

The Coast Guard intends to use PANSHIP to develop a model simulating Coast Guard cutter boats and evaluate the dynamic stability of cutters, RHIBs, and icebreakers in moderate to severe seaways, supporting safe operating conditions and operational recommendations. The sole-source determination is authorized under RFO FAR 6.103-1 (only one responsible source) and 10 U.S.C. 3204(a)(1). Prior market research through SAM.GOV generated no competing responses.

Interested parties may submit written responses by August 12, 2026 demonstrating that competition would be advantageous, cost-effective, and not time-prohibitive or mission-hindering. Such submissions will be evaluated only for determining whether to conduct a competitive solicitation for future requirements. Inquiries should be directed to Contracting Officer Joshua C. Richardson (Joshua.C.Richardson2@uscg.mil) or Technical Point of Contact Michael M. Nader (Michael.M.Nader@uscg.mil).
