About this opportunity

The United States Marine Corps has issued a notice of intent to award a sole source contract for brass music arrangement services for the United States Marine Drum and Bugle Corps. This special notice announces the government's intention to award a firm fixed price contract using FAR Part 12 and Part 13 procedures to Jeffrey D. Shaw of Lexington, South Carolina. The contract is set aside under the 8(a) sole source authority, with the agency determining that only one reasonable source is available for this specialized requirement. The notice was posted on June 16, 2025, with a response deadline of June 17, 2025. The contract falls under NAICS code 711130 for Musical Groups and Artists and PSC code R499 for professional support services.

The primary objective of this contract is to secure a brass music arranger who will develop the music in motion program for the Marine Drum and Bugle Corps, including attending bi-weekly meetings, delivering five music arrangements for brass instruments, and implementing minor revisions as needed. Contractors must demonstrate extensive qualifications including experience as a brass arranger for championship-level Drum Corps International World Class ensembles and professional brass ensembles, with expertise across symphonic, patriotic, and popular music genres. Additional requirements include proficiency with Sibelius music notation software, a minimum Master's degree in music, and specific experience transposing music for bugles in the key of "G" into arrangements for modern brass instruments in keys of "B-flat" and "F." Despite the sole source intent, the agency invites all interested and responsible sources to submit capability statements, proposals, or quotations for consideration. The contract authority is based on FAR 13.106-1(b), citing circumstances where only one source is deemed reasonably available.
