About this opportunity

The Department of Defense, through the U.S. Army Corps of Engineers Honolulu District, has published a Notice of Intent to Award a Sole Source Lease for commercial office or operational space at Incheon International Airport in South Korea. This special notice, posted on April 6, 2026, indicates the government's intention to award a succeeding lease using other than full and open competition to replace an expiring existing lease. The sole source procurement is justified on the basis that the Incheon International Airport Corporation manages all facility leasing at the airport, effectively limiting competition to a single source. The lease will support military reception activities and fall under simplified acquisition procedures. This notice represents a continuation of the U.S. Army Corps of Engineers' ongoing operational requirements at the facility.

Interested parties must submit locations for government inspection by April 20, 2026, by contacting the contracting office directly. The government requires a minimum of 15.84 square meters of space at Terminal 1 and 12.6 square meters at Terminal 2. Submissions from parties other than the property owner or manager must be accompanied by written permission from the owner granting authorization to offer the space. The government will not reimburse any costs incurred in preparing responses, and this notice is explicitly not a request for competitive quotes. The government retains sole discretion to determine whether to conduct a competitive procurement based on the responses received, and submitted information will be evaluated solely to assess the necessity of pursuing competitive procurement procedures.
