About this file
This is a Single Source Justification document for a lease procurement by the U.S. Army Corps of Engineers (USACE), Honolulu District. The Government intends to award a sole source lease for space at Incheon International Airport in South Korea to support military reception activities. The required spaces are located at Terminals 1 and 2, with minimum space requirements of 15.84 square meters at Terminal 1 and 12.6 square meters at Terminal 2. The justification for sole source procurement is that the Incheon International Airport Corporation manages all facility leasing at the airport, limiting competition to a single source.
Interested parties must submit location proposals for Government inspection by April 20, 2026. Submissions from parties other than the property owner or manager must include written permission from the owner. This Notice of Intent is not a request for competitive quotes, and the Government will not reimburse costs incurred in preparing responses. The Government retains sole discretion to determine whether to conduct a competitive procurement based on responses received. This procurement falls under FAR 13.106-1(b)(1) for simplified acquisitions and represents a succeeding lease for an existing USACE requirement.
