About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood has published a Notice of Intent to Award a Sole Source contract for Steel Beasts Professional Software Licenses to ESIM GAMES, LLC. The procurement is being conducted under FAR 13.106-1(b)(1) authority and will not involve a competitive solicitation process posted to SAM.gov. The contract covers 15 Steel Beasts Professional software licenses with maintenance support for the 1st Cavalry Division's training simulation requirements. The total performance period runs from September 4, 2025, through September 3, 2030, with option years available. This acquisition falls under NAICS code 513210 (Software Publishers) with a small business size standard of $47.0 million and PSC code 7A21 for business application software perpetual licenses.
The sole source justification is based on the government's determination that Steel Beasts Professional is the only software capable of meeting their specific training simulation requirements, as it provides unique capabilities including realistic vehicle and infantry combat simulations, multi-day exercise functionality, detailed vulnerability modeling, and comprehensive instructor tools. The contract will be funded using Operations & Maintenance, Army (OMA) funds for fiscal year 2025 as a fixed-price purchase. Market research confirmed that no comparable products exist that can deliver the same level of training simulation fidelity required by the 1st Cavalry Division. The government has indicated it will not pay for any information received in response to this announcement, and the notice serves as notification of the intended sole source award rather than a request for proposals. Contractors have until September 10, 2025, to respond to this notice, though no competitive procurement process will follow given the sole source nature of the acquisition.
