About this opportunity

The U.S. Fish and Wildlife Service Kentucky Field Office issued a Notice of Intent to award a sole source purchase order to InterTest, Inc. for thermal cameras designed to monitor bat activity in caves, mines, and other roosting sites, with a response deadline of August 28, 2026. This is not a competitive solicitation; market research determined no other commercially available thermal camera system meets the agency's integrated requirements.

The USFWS needed an IP67-rated camera with long-wave infrared imaging capable of operating in wet environments without white lighting that would disrupt bat behavior. The system must be portable, simple to operate, require no auxiliary battery supply, and feature interchangeable focusing lenses to accommodate different roost types and survey angles. InterTest engineered the solution around the Sierra Olympia Viento 10 with 60 Hz frame rate, custom IP67-rated housing with germanium-windowed interchangeable lenses, and a ruggedized tablet that powers the camera, provides live footage viewing, and captures still images and video data. The cable design draws sufficient power from the tablet to eliminate the need for external power sources while maintaining the housing's waterproof integrity.

NAICS 334516 (Analytical Laboratory Instrument Manufacturing) and PSC 5836 (Video Recording and Reproducing Equipment) apply. The sole source justification was approved August 22, 2026 by Contracting Officer John Skogen under FAR Part 13 simplified acquisition procedures.

NOTICE OF INTENT TO AWARD A SOLE SOURCE
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The FWS KY ESFO intends to award a sole source purchase order to NTERTEST, INC.
to furnish: Thermal cameras for bat roost monitoring

USFWS approached Intertest about needing to monitor mammalian bat activity inside and at the entrances of caves and mines as well as at other roosts like bridges, culverts and trees. Currently available camera solutions do not provide the clarity and accuracy required for our monitoring purposes. The camera needed to be IP67-rated to endure wet environments and have thermal vision optics. White lighting could not be used as it would disrupt the bats' natural behavior. USFWS also needed the system to be simple and portable without an auxiliary battery supply. Finally, the system needed to have interchangeable focusing lenses to capture different views of the bats' activity depending upon the type of feature being surveyed.

InterTest developed the camera around the Sierra Olympia Viento 10 with a 60 Hz frame rate and long-wave infrared (LWIR) imaging. InterTest ensured that Viento focusing lenses worked with the custom IP-67-rated housing. Additionally, a ruggedized tablet device was chosen for viewing the live camera footage while simultaneously powering the camera. A durable cord grip secured the cable and ensured the camera housing remained IP67-rated. The interchangeable lenses featured a germanium window that sealed and attached seamlessly to the camera housing, ensuring the system remained IP67-rated. The cable enabled the camera to draw enough power from the tablet, so no auxiliary power source was needed. Additionally, the tablet provided a method of data storage, allowing still images and video capture. The result was a fully portable, IP67 rated, infrared camera system with adjustable lenses that accurately monitored bats in their natural habitat.
