About this file
This is a Single Source Justification form (FWS Form 3-0034) used by the U.S. Fish and Wildlife Service to document the rationale for conducting a sole source acquisition under the Simplified Acquisition Threshold (SAT).
The U.S. Fish and Wildlife Service (USFWS) Kentucky Field Office seeks to procure a thermal camera monitoring system for tracking mammalian bat activity in caves, mines, and other roosting locations. The required system must be IP67-rated for waterproof durability, feature thermal vision optics, include interchangeable focusing lenses, operate without white lighting to avoid disrupting bat behavior, function as a simple and portable device without auxiliary battery supply, and provide data storage capabilities for recording images and video. Market research conducted by USFWS determined that no other currently available thermal camera system in the marketplace offers all these combined specifications. The identified sole source contractor is InterTest, a leader in remote inspection tools in the USA with exclusive access to trusted brands including Yateks, Sony, iShot, Cavitar, and Zibra. InterTest partners directly with customers to develop solutions meeting specific requirements and was identified as the only provider offering the thermal camera system meeting USFWS's operational needs. The justification was certified by Program Officer Jomara Concet-Shaver on August 21, 2020, and approved by Contracting Officer John Skogen on August 22, 2026, authorizing sole source acquisition procedures under FAR Part 13.

1. Description of Need
3. Other Capable Sources
2. Market Research Conducted
Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Instructions: The information in the text boxes are provided as sample language or to indicate a needed fill-in. Sample language should be removed from the final document. All text boxes require information and shall not be left blank.

| Text3: USFWS KY FO researched all other available thermal cameras on the market currently and had discussions with multiple other biologists also experienced with the use of other thermal cameras currently and historically available. No other currently available thermal camera system available on the market provides all the features described in the description of need (e.g., IP-67 rated waterproof, ruggedized housing, interchangeable lenses, viewing tablet that also serves as a power source for the camera, and data storage capabilities allowing the recording of images and videos) that are paramount to our recovery monitoring of federally listed and at-risk bat species. |
| Text2: USFWS, KY FO has evaluated all other thermal camera options in the marketplace. |
| Text1: USFWS approached Intertest about needing to monitor mammalian bat activity inside and at the entrances of caves and mines as well as at other roosts like bridges, culverts and trees. Currently available camera solutions do not provide the clarity and accuracy required for our monitoring purposes. The camera needed to be IP67-rated to endure wet environments and have thermal vision optics. White lighting could not be used as it would disrupt the bats' natural behavior. USFWS also needed the system to be simple and portable without an auxiliary battery supply. Finally, the system needed to have interchangeable focusing lenses to capture different views of the bats' activity depending upon the type of feature being surveyed. |
InterTest developed the camera around the Sierra Olympia Viento 10 with a 60 Hz frame rate and long-wave infrared (LWIR) imaging. InterTest ensured that Viento focusing lenses worked with the custom IP-67-rated housing. Additionally, a ruggedized tablet device was chosen for viewing the live camera footage while simultaneously powering the camera. A durable cord grip secured the cable and ensured the camera housing remained IP67-rated. The interchangeable lenses featured a germanium window that sealed and attached seamlessly to the camera housing, ensuring the system remained IP67-rated. The cable enabled the camera to draw enough power from the tablet, so no auxiliary power source was needed. Additionally, the tablet provided a method of data storage, allowing still images and video capture. The result was a fully portable, IP67 rated, infrared camera system with adjustable lenses that accurately monitored bats in their natural habitat.
| Text4: (Describe the actions taken to overcome barriers to competition for any subsequent acquisitions.) | |
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |

| Text5: InterTest is a leader of remote inspection tools in the USA, providing exclusive access to trusted brands like Yateks as well as industry-leading solutions from Sony, iShot®, Cavitar, Zibra, and many more. InterTest, partners directly with their customers, leveraging their team of engineers to recommend and develop new solutions for a wide range of customer needs. The USFWS identified the need for a thermal camera that was currently not available in the marketplace as further described in the description of need above. We worked with InterTest to develop a thermal camera system that addressed those needs. | |
