About this opportunity
The U.S. Property & Fiscal Office for Minnesota, operating under the Department of the Army Minnesota Army National Guard, intends to award a sole source, firm-fixed-price contract for the provision of Non-Commercial Sustaining Announcement (NCSA) programming services. Market research has determined that the Minnesota Broadcasters Association (MBA), located in St. Paul, Minnesota, is the only responsible source capable of providing this specialized service within the state. The government is conducting this acquisition under Federal Acquisition Regulation (FAR) 6.302-1, which permits sole source awards when only one responsible source exists and no other supplies or services will satisfy agency requirements. While this notice does not constitute a formal solicitation, interested parties believing they can meet the stated requirements may submit written statements of capabilities containing clear and convincing evidence that competitive procurement would be advantageous to the government by the January 2, 2026 deadline. Capability statements must be submitted via email to jonathan.d.larsen2.mil@army.mil, and the government reserves the discretion to determine whether to conduct a competitive procurement based on information received.
This procurement carries no set-aside designation and represents a sole source award to the Minnesota Broadcasters Association. The contract will be structured as a firm-fixed-price agreement with a one-year base period followed by four optional one-year renewal periods, potentially extending the total contract duration to five years if all options are exercised. The notice does not disclose specific budget ranges or award values for this requirement. As this is a pre-solicitation notice issued for notification purposes only, it does not constitute a formal solicitation for bids, quotes, or proposals, and the government will not compensate any parties for information provided in response to this notice.
