About this opportunity
The Department of the Navy Naval Supply Systems Command has published a notice of intent to award a sole source, firm-fixed-price contract to Wonderlic, Inc. for comprehensive assessment services. This special notice, posted on January 23, 2026, is not a request for competitive proposals but rather an announcement of the Navy's intention to proceed with a non-competitive procurement. The contracting activity is Navy Supply Fleet Logistics San Diego (NAVSUP FLCSD), which has determined that Wonderlic is the only responsible source capable of meeting the Department of Navy's unique requirements for assessment services. The procurement falls under NAICS code 611710 (Educational Support Services) with a small business size standard of $24 million and is classified under Product Service Code R499 (Support-Professional: Other). This action is authorized under FAR 13.106-1(b)(1) and streamlined procedures for commercial items.
The Navy requires the Wonderlic Select assessment platform, an online cognitive ability test used for pre-employment screening and candidate evaluation by the Surface Warfare Combat Training Continuum (SWCTC). The contract will be awarded on a firm-fixed-price basis covering a base year with four option years, though the estimated value is redacted. Interested parties must submit clear and convincing evidence by January 26, 2026, at 3:00 P.M. demonstrating that competition would be advantageous to the Government to prevent the sole source award from proceeding. Key differentiators cited for this sole source justification include Wonderlic's proprietary assessment tools, the integrated WonScore platform combining cognitive ability, personality, and motivation measures, and the company's extensive library of over 80 years of job-specific benchmark data. The Government is under no obligation to acknowledge receipt of information or provide feedback to respondents, and any determination not to compete is solely at the Government's discretion.
