About this opportunity
The Federal Highway Administration's Western Federal Lands Highway Division (FHWA-WFLHD) issued a Notice of Intent to award a sole-source contract to WSP USA INC. for maintenance services related to the aopMAP Website. This Special Notice was posted on April 1, 2026, and represents the agency's intent to conduct a restricted competition procurement under FAR 13.106-1(b) for a single source award. The aopMAP Website serves as a critical public resource for nationwide culvert data collection and management, utilizing a Survey123-based platform for data collection and quality control. WSP has been selected as the sole source due to their exclusive experience developing and maintaining this custom GIS data portal since its inception. The contract is classified under NAICS code 518210 (Data Processing, Hosting, and Related Services) with a Product Service Code of DA01.
The primary objective of this procurement is to secure continued maintenance and support services for the aopMAP platform, with a contract value estimated at $107,754 comprising a one-year base period ($25,000) plus three optional one-year periods. Interested parties seeking to demonstrate comparable capabilities must submit an Expression of Interest with detailed documentation regarding their technical and pricing capabilities by Monday, April 6, 2026 at 2:00 PM PT to WFL.Purchasing@dot.gov. Amendment A001, posted on April 7, 2026, extended the deadline for submissions to Thursday, April 9, 2026 at 2:00 PM PT, with all questions due by 4:00 PM PT on the same date. There are no specific eligibility restrictions stated; however, responses must demonstrate capabilities comparable to WSP's existing services, including proven experience with GIS data portals and Survey123 implementation. The government reserves the right to determine whether to conduct a competitive procurement based on the responses received, and all submissions will be evaluated solely for this purpose.
