About this file
This is a Justification for Restricted Competition (Below SAT Sole Source) document for a federal IT support and maintenance services contract. The U.S. Department of Transportation Federal Highway Administration Western Federal Lands Highway Division (FHWA-WFLHD) seeks to award a sole-source contract to WSP for IT support and maintenance services for the aopMAP.com website. The contract has an estimated total value of $107,754.00 and consists of a one-year base period (04/15/2026 – 04/14/2027 for $25,000.00) plus three one-year option periods valued at $26,250.00, $27,563.00, and $28,941.00 respectively. Solicitation number is 69056726Q000014.
FHWA-WFLHD justifies the sole-source award to WSP based on their exclusive experience developing and maintaining the custom GIS data portal since its inception, which serves as a critical public resource for nationwide AOP culvert data collection and management. The rationale emphasizes that WSP manages the Survey123-based data collection process, quality control, and database migration. The agency asserts that transitioning to a new vendor would pose significant risks of data loss and functionality disruption, along with time and cost inefficiency. The contracting officer certified on 4/01/2026 that this justification represents the best value and lowest overall cost alternative to meet the government's needs, and since the effort does not exceed the Simplified Acquisition Threshold, this certification serves as approval under 41 U.S.C. 1901 and FAR 12.201-1.

DEPARTMENT OF TRANSPORTATION
FEDERAL HIGHWAY ADMINISTRATION (FHWA)
WESTERN FEDERAL LANDS HIGHWAY DIVISION (WFLHD)
Justification for Restricted Competition Below SAT Sole Source
Solicitation Number 69056726Q000014 IT Support and Maintenance Services for the aopMAP Website
1. Contracting activity/agency
U. S. Department of Transportation (DOT), Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD).
2. Description of supplies and/or services required to meet agency need
FHWA-WFLHD requires external IT support services to maintain and preserve the aopMAP.com website. Originally created under a WFLHD task order, the site serves as a critical resource and data receptacle for public use. The total estimated value of this action is $107,754.00. The period of performance consists of a one-year base period and three one-year option periods.
YEAR PERIOD VALUE
Base 04/15/2026 - 04/14/2027 $25,000.00
Option Year 1 04/15/2027- 04/14/2028 $26,250.00 Option Year 2 04/15/2028 - 04/14/2029 $27,563.00 Option Year 3 04/15/2029 - 04/14/2030 $28,941.00
GRAND TOTAL $107,754.00
3. Rationale
WFLHD recommends retaining WSP for managing aopMAP.com because their team has overseen the site’s open-source framework and workflows since its inception. The website features a custom GIS data portal developed by WSP for the collection, management, and sharing of AOP culvert data nationwide. Without professional maintenance, the site faces significant risks of broken hyperlinks and total loss of functionality.
WSP currently manages the Survey123-based data collection process, quality control, and periodic migration into the GIS data portal. While the Survey123 data is maintained on an open-source database that can technically be transferred, doing so poses logistical risks of data loss and unintended impacts on functionality. Furthermore, transitioning to a new vendor would be time-consuming and cost inefficient. These risks, combined with the complexity of integrated processes and hosting environments, make WSP the most qualified choice to ensure continuity, reliability, and compliance.
4. Authority
- The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available
