About this opportunity

Naval Supply Systems Command issued a notice of intent to award an 8(a) sole source contract to Hawthorne Cat for exhaust shielding components, with a notice response deadline of July 13, 2026. The contract is restricted to this single source and will not be competed. NAVSUP Fleet Logistics San Diego is procuring four Caterpillar Hawthorne part numbers (Shield AS-EX, Exhaust Manifold Shield, 1.2mm Diameter Tire Wire, and Insulation Shield A) in specified quantities to remedy degraded exhaust shielding on five Ship Service Diesel Generators aboard USS SOMERSET (LPD-25). The current shielding has lost heat resistance capability and accumulated oil, creating a significant fire hazard at operating temperatures near 1,200 degrees Fahrenheit. The required parts are unavailable through standard Navy stock systems. The estimated contract value is approximately $39,313.60, awarded under simplified acquisition procedures. All components must be brand new, unused, and in original OEM packaging with Certificate of Conformance documentation. Delivery to USS SOMERSET reefer decks must occur by January 2027 following completion of the vessel's drydocking selected restricted availability. This notice is for informational purposes only; no formal solicitation will issue. Any party wishing to challenge the sole source determination must submit clear, compelling, and convincing evidence that competition would benefit the Government by the July 13 deadline. Government points of contact are LS2 Rafael (310-803-7449; aeronjay.rafael@lpd25.navy.mil) and EN2 Yates (585-358-8371; nolan.yates@lpd25.navy.mil).
