About this opportunity

The USDA Forest Service is issuing a competitive BPA call order against the Land Management Integrated Resources BPA (LMIR) for Plumas National Forest Healthy Forests Restoration Act WUI Botany Surveys, with proposals due July 27, 2026; this procurement is restricted to the 30+ companies currently approved as call order holders under the LMIR BPA for USFS.

The call seeks botanical field surveys across approximately 10,000 acres within the Healthy Forests Restoration Act–Wild Urban Interface planning area on the Feather River Ranger District during the 2027 field season. Work includes literature review and pre-survey reconnaissance (January–March 2027), comprehensive field surveys covering roadsides, special habitats, meadows, and high-potential areas (March–August 2027), and GPS-mapped reporting of occurrences of threatened, endangered, and forest service sensitive plant species; forest service watchlist species; invasive plants on the Plumas NF priority list; and special habitats including serpentine soils, fens, seeps, springs, and vernal pools. Performance standards require 80 percent of plants to be listed and 90 percent of scoped species detected. The final report is due November 15, 2027. Period of performance extends through December 30, 2027.

Contractor key personnel must include a Project Leader with a bachelor's degree in botany or equivalent certification and one year of botanical survey experience, crew leaders with two to three years of experience, and surveyors with at least one year of experience or formal training. Work is evaluated first on technical merit (technical approach, Forest Service protocol knowledge, Northern Sierra Nevada experience, and relevant past performance from the past 3–5 years); contractors scoring Marginal or Unacceptable technically do not advance to cost evaluation. Work must commence within 7 calendar days of notice to proceed.

Contractors not currently on the LMIR BPA may apply for onboarding during the October 1–October 31 window each year for the life of the BPA. The call uses NAICS code 115310.
