The procurement is set aside for Women-Owned Small Businesses, with a NAICS size standard of $19 million.

Place of performance spans the three field offices of the Medford BLM District—Ashland, Butte Falls, and Grants Pass—covering most of Josephine and Jackson Counties, Oregon. The performance period runs March 1, 2027 through November 1, 2027.

Surveyors must hold a bachelor's degree in botany or related field, possess botanical survey experience, and demonstrate ability to identify Special Status species. Principal partners and key personnel whose resumes are submitted must survey a minimum of 50% of acres. Field work is limited to one-half hour before sunrise to one-half hour after sunset each day, with no work on weekends or federal holidays unless authorized. The contractor furnishes all labor, equipment, materials, and documentation including GPS tracks, species lists, site forms, photographs, and final reports; the Government furnishes topographic maps, aerial photos, flagging, plant site signs, survey forms, and Special Status species lists.

Pricing is firm fixed-price on a per-unit basis across eight line items: special status vascular and nonvascular plant surveys in timber units (25,000 acres), silviculture units (2,100 acres), fuels units (7,594 acres), second-year Fritillaria gentneri surveys (500 acres), walk-ins beyond half-mile boundaries (25 miles), special status plant site documentation within units (150 sites), haul routes and linear features (50 miles), and special status plant site revisits outside survey units. Payment is made upon completion and acceptance of deliverables, submitted electronically through the Invoice Processing Platform. NAICS code 541690, PSC code F099. Solicitation number 140LL027Q0003.
