About this opportunity
The Department of State's U.S. Consulate General in Merida has issued a Special Notice announcing its intent to award a sole-source contract to RSSI BARRIERS LLC for spare parts for active roadway barriers. The procurement, valued at approximately $17,500, is being conducted under Federal Acquisition Regulation 6.302-1, which allows for sole-source acquisitions when there is only one responsible source capable of meeting the government's requirements. RSSI BARRIERS LLC is being selected as the exclusive manufacturer and original installer of the active roadway barrier systems at the New Consulate Compound in Merida, Mexico. The contracting officer has determined that sole sourcing is in the government's best interest due to the compelling urgency of the request and the specialized nature of the required components. The procurement includes 20 different spare parts ranging from electronic components like LED modules and power supplies to mechanical parts such as actuators and mounting hardware.
The primary purpose of this sole-source procurement is to maintain the mission-critical active roadway barrier infrastructure at the consulate, ensuring optimal performance and compliance with Diplomatic Security requirements. Interested parties have seven calendar days from the publication date to submit capability statements, though the government retains sole discretion on whether to proceed with competition. The urgency stems from the need to complete the purchase before the end of the fiscal year to obligate FY25 funds, and the critical nature of maintaining system integrity and warranty coverage. Multiple requests for quotation were previously issued to both U.S. and local vendors, but no alternative sources could provide compatible parts for the proprietary barrier systems. The contracting officer can be reached at DingMH@state.gov for questions, with a secondary contact available at MeridaProcurement@state.gov. The government will not reimburse any costs incurred by potential respondents in preparing capability statements or responding to this notice.
