About this opportunity

The U.S. Department of State's Consulate General in Hermosillo, Mexico, intends to award a sole-source, firm-fixed-price purchase order to Telefonos de Mexico S.A.B. de CV (TELMEX) for SIP Circuit and VoIP Telephone Service at the new consulate compound. The procurement covers a 12-month period from February 25, 2025, through February 24, 2026, with an estimated cost of $31,220.00 for a new SIP circuit and 20 analog telephone lines. The sole-source justification is based on TELMEX's unique proprietary infrastructure that can provide full reliability for telephone services without using media converters that might degrade service quality. While other telecommunications providers exist in the region, TELMEX is considered the only vendor capable of meeting the specific technical requirements, and they are the incumbent provider currently supplying the E1 circuit and multipair cable for existing lines. The contract (19MX5725P0024) is being awarded without competitive proposals due to TELMEX's exclusive capabilities and the telecommunications regulatory environment in Mexico.

Intended Recipient:

Telefonos de Mexico S.A.B. de CV

Avenida Parque Via 198, Cuauhtemoc 06500 CDMX Mexico

Intent to sole-Source:

The US Consulate General Hermosillo, Mexico intends to award a sole-source, firm-fixed-price purchase order to Telefonos de Mexico S.A.B.de CV for a 12-month period of performance for the acquisition of SIP Circuit for VoIP Telephone Service to be provided at NCC (new consulate compound). Given this is a follow-on requirement, the Contracting Offcer has determined that it is in the Government's best interest to sole source this requirement.

Sole Source Justification

The SIP Circuit for VoIP Telephone Services to be provided is a follow-on requirement with the vendor that is currently providing these services, since the incumbent contractor is the only vendor with propietary infraestructure that will provide full reliability for the SIP circuit  and analog lines for post's telephone systems service from our current range of vendors without the use of media converters of any type, that might degrade the quality of service we receive. The incumbent contractor already provides E1 circuit for our current telephone system, as well as the multipair cable for our current lines.
