The program will be delivered online through self-paced training courses using prerecorded instructor videos, reading assignments, and individual course projects, accommodating a maximum of 18 students who must complete six courses total—four to five from the Core Section and one to two from the Elective Section. Interested parties must submit capabilities statements including pricing, FOB point, point of contact information, GSA contract numbers if applicable, business size designation, and payment terms by 12:00 PM ET on March 19, 2026 to steven.besanko@navy.mil. The contractor must provide all training materials electronically with clear platform access instructions, dedicated technical support, 90-day progress reports, and completion certificates within two weeks of program completion, with training commencing within one month of contract award. While this notice is not a competitive request for quotes, all responses received by the deadline will be considered, and the Government reserves sole discretion to determine whether to conduct a competitive procurement based on the responses submitted.

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available.  The Government intends to solicit with Cornell University for the NSWCCD Leadership Development Certificate Program. The NAICS code is 611430 and the Small Business Standard is 15 million dollars.

The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC FAC 2025-06 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20251110.  SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS.

 Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 12:00 PM on 3/19/26.  This notice of intent is NOT a request for competitive quotes.  However, all responses received by 3/19/26 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  All responses shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number (if applicable), business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
