About this opportunity
The U.S. Consulate General in Merida, Department of State, issued a Notice of Intent on September 17, 2026 to award a sole-source, firm-fixed-price contract to Cesar Isidro Davila Teran for gardening, groundskeeping, and lawn care services at the Principal Officer's Residence under FAR 6.302-2 (Unusual and Compelling Urgency). The contracting officer determined that competitive solicitation is infeasible because few contractors in the area accept U.S. Government purchasing terms and payment conditions, current staffing shortages at the post's Regional Security Office, Foreign Affairs Council, and General Services Office prevent vetting new vendors, and maintaining the security certification of the existing gardening staff is essential for secure operations at the residence. The estimated contract cost is $40,516.00 USD. Interested parties may submit a capability statement within seven calendar days after publication to demonstrate interest and capability. All responses must be submitted to meridaprocurement@state.gov and must reference the announcement number. The contracting office is located at Calle 60 Avenida Prolongacion No. 1, Departamento VM01-D, Via Montejo, 97204, Merida, Yucatan, Mexico, with place of performance at Calle 33 # 378-A x 6, Montebello, Merida, Yucatan, Mexico.
