About this file
This is a Notice of Intent to Sole Source a Purchase Order issued by the U.S. Consulate General Merida, Department of State, dated September 17, 2026. The Consulate intends to award a Purchase Order to Cesar Isidro Davila Teran (Unique Entity Identifier: GHBQV7J9AXJ4, Cage Code: SRAJ0) for Gardening, Groundskeeping, and Lawn Care Services for the Principal Officer's Residence. The acquisition is being pursued on a sole source basis under FAR 6.302-2 (Unusual and Compelling Urgency) due to the post's lack of contractors who can meet U.S. Government purchasing terms, payment conditions, and security background requirements. Additional justification includes RSO, FAC, and GSO staffing shortages that prevent onboarding and vetting of new contractors, and the risk that losing currently certified gardening staff would jeopardize secure operations at the residence.
Interested parties may submit a capability statement within seven calendar days after publication of this notice to demonstrate their interest and capability to respond to the requirement. The Government will consider all information received by the response date and reserves the right not to compete the requirement based on responses received. All responses must be submitted to meridaprocurement@state.gov with the announcement number referenced. The contracting office is located at Calle 60 Avenida Prolongacion No. 1, Departamento VM01-D, Via Montejo, 97204, Merida, Yucatan, Mexico, with the place of performance at Calle 33 # 378-A x 6, Montebello, Merida, Yucatán, Mexico. Telephone calls will not be honored, and the Government will not reimburse any information or administrative costs incurred in response to this notice.
