About this opportunity
The Department of the Air Force Air Education and Training Command has issued a Notice of Intent for a sole-source procurement to repair electrical substation equipment at Altus Air Force Base, Oklahoma. The 97th Civil Engineer Squadron requires the installation of a new VWVE Oil Recloser for the electrical substation along with all necessary parts and materials to repair malfunctioning equipment. The Air Force intends to award this contract to WFCE (CAGE: 0CUB3), citing that only one source is capable of providing both the required equipment and specialty training for the VWVE Oil Recloser replacement. This procurement falls under FAR 13.106-1(b)(1) authority for single-source simplified acquisitions. The notice emphasizes that this is not a request for competitive proposals and no formal solicitation document exists for this requirement.
The primary objective of this notice is to identify whether any other sources exist that could potentially compete for this electrical substation repair work before proceeding with the planned sole-source award. Interested contractors must submit capability statements by September 18, 2025, at 12:00 PM CST via email to the designated contracting officers. These submissions must include technical data, cost information, and convincing evidence demonstrating the capability to meet the requirement, as simple requests for information or documentation will not be considered valid responses. The capability statements must be submitted as Microsoft Word or Adobe PDF attachments, and late submissions will not be reviewed. According to the attached justification document, this procurement stems from emergency circumstances following equipment damage caused by a squirrel intrusion on August 24, 2025, which has left the base relying on backup power methods that risk electrical outages to mission-critical facilities. The government reserves sole discretion in determining whether to proceed competitively or maintain the single-source approach based on responses received.
