About this opportunity

The Department of State intends to award a sole-source, firm-fixed-price contract to Megasur SA de CV for diesel fuel to operate backup generators at the U.S. Consulate General in Merida, Mexico, with capability statements due within seven calendar days of September 17, 2026.

The regional diesel fuel market is highly restricted, with only four regulated vendors operating in the area. Government-regulated pricing throughout the state eliminates price competition. Alternative suppliers either do not accept standard U.S. Government purchasing and payment terms or demand advance or immediate payment inconsistent with federal acquisition regulations. Megasur SA de CV is the only vendor willing to comply with standard U.S. Government terms and documentation requirements while providing reliable delivery. The contractor has acceptable past performance and an established working relationship with the post.

The Consulate requires continuous diesel supply to operate critical backup generators, particularly during the Caribbean-North Atlantic hurricane season. The acquisition falls under the simplified acquisition threshold and is classified as a Non-Residential Utility program expense.

Interested parties may submit capability statements identifying their interest and capability to respond to this requirement to meridaprocurement@state.gov. Submissions become U.S. Government property; the Government reserves sole discretion to determine whether to compete the requirement based on received responses and will not reimburse contractors for information or administrative costs. Place of performance and contracting office are located at Calle 60 Avenida Prolongacion No. 1, Departamento VM01-D, Via Montejo, 97204, Merida, Yucatan, Mexico.

Notice text

The U.S. Consulate General in Mérida intends to award a sole‑source, firm‑fixed‑price contract to Megasur SA de CV for diesel fuel. Only a few regulated diesel vendors operate in the region, which eliminates price competition, and the alternative suppliers require advance payment terms that the U.S. Government cannot accept. Therefore, the Contracting Officer has determined that it is in the Government’s best interest to sole‑source this requirement.
