About this opportunity

The U.S. Army Corps of Engineers Nashville District has issued a sole source notice announcing its intent to award a firm-fixed price contract to KoneCranes INC for specialized rail-mounted drone surveys at multiple hydroelectric power generating facilities. This single-source procurement is being conducted under FAR 13.106-1(b)(i) authority and falls under NAICS code 541370 (Surveying and Mapping Services) with a $19.0 million size standard. The contract encompasses both base and option periods to provide comprehensive surveys of existing crane runway rails and analysis against CMAA 70 standards. The specialized nature of this requirement stems from limited access and lack of fall protection that prohibits traditional survey methods, necessitating the use of rail-mounted survey drone technology. The anticipated contract will enable LRN Hydropower Maintenance to fulfill safety and operational responsibilities for overhead crane systems.

The primary objective is to evaluate and assess the soundness and safety of overhead crane runway rails through high-definition surveys that measure rail span, straightness, elevation, and overall condition. Interested parties have until September 18, 2025, to submit capability statements, technical proposals, or other information demonstrating their ability to satisfy the requirement, though this notice is not a request for competitive proposals. Contractors must possess experience in crane runway rail surveys, certified rail-mounted surveying drone technicians, and proficiency in high-definition surveying equipment and point cloud data analysis. Required deliverables include safety plans, engineering survey drawings, LIDAR scan reports, project schedules, and raw survey data files. While the government intends to proceed with sole source procurement, any determination not to compete based on responses to this notice remains at the government's discretion.

SINGLE SOURCE ANNOUNCEMENT

This is an advance notice announcing the intent of the Nashville District (LRN) U.S. Army Corps of Engineers (USACE) to award a single-source firm-fixed price contract to KoneCranes INC. to obtain specialized rail-mounted drone surveys and analysis necessary for USACE personnel to evaluate and assess the soundness and safety of the overhead crane runway rails at multiple LRN Hydroelectric Power Generating Facilities.

The contract would allow LRN Hydropower Maintenance to fulfill its duties and responsibilities in accordance with the LRN Testing and Maintenance of Power Plant Equipment Memorandum to ensure safe and efficient operation of the overhead crane.

Description of Services: The contract shall be composed of a base and options to provide for comprehensive surveys of existing crane runway rails, analyze the data against CMAA 70 standards, and produce detailed engineering drawings documenting the rail alignment at the various LRN Hydroelectric Power Generating Facilities. The use of a rail-mounted survey drone is required due to limited access and the lack of fall protection that prohibits traditional survey methods. Please see the attached DRAFT Scope of Work for more details.

The anticipated North American Industry Classification System (NAICS) Code is 541370 Surveying and Mapping (except Geophysical) Services with a size standard of $19.0M. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(i). This notice of intent is not a request for competitive proposals; however, any interested parties may submit capability statements, technical proposals or other information demonstrating their ability to satisfy the requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
