About this file
This is a Draft Technical Scope of Work (SOW) for a Powerhouse Crane Runway Rail Survey issued by the U.S. Army Corps of Engineers, Nashville District. The project requires a comprehensive survey of existing crane runway rails using a rail-mounted survey drone, with specific objectives including accurately determining rail alignment, assessing compliance with CMAA 70 standards, and producing detailed engineering drawings and LIDAR/cross-section scan reports.
Key requirements include performing a high-definition survey collecting data on rail span, straightness, elevation, rail-to-rail elevation, and rail condition, followed by data analysis and professional engineering drawings. The contractor must be experienced in crane runway rail surveys, have certified rail-mounted surveying drone technicians, and be proficient in high-definition surveying equipment and point cloud data analysis. Submittals include a safety plan, engineering survey drawings, LIDAR/cross-section cut scan reports, project schedule, and raw survey data files. The government will provide access to the crane runway, site-specific safety procedures, and as-built drawings.

DEPARTMENT OF THE ARMY
CORPS OF ENGINEERS, NASHVILLE DISTRICT
110 9TH AVENUE SOUTH, ROOM A-405
NASHVILLE, TN 37203
Technical Scope of Work
Project Title: Powerhouse Crane Runway Rail Survey
Date: September 11, 2025
1. Introduction
This Scope of Work (SOW) outlines the requirements for a contractor to perform a comprehensive survey of existing crane runway rails, analyze the data against CMAA 70 standards, and produce detailed engineering drawings documenting the rail alignment. The contractor will also execute LIDAR and cross-section cuts of the rail and deliver associated reports and data. This work is critical to ensuring the safe and efficient operation of the crane. The use of a rail mounted survey drone is required due to limited access and the lack of fall protection that prohibits traditional survey methods.
2. Objectives
• Accurately determine the current alignment of existing crane runway rails.
• Assess rail alignment against the tolerances specified in CMAA 70, Table 1.4.2-1.
• Provide a detailed report identifying any deviations from acceptable tolerances.
• Generate professional engineering drawings illustrating the current rail alignment and deviations.
• Conduct LIDAR and cross-section cut scans of rail and deliver associated reports, engineering drawings, and an interactive 3D scan viewer for comprehensive review of survey data.
3. Scope of Work
3.1. Pre-Survey Planning & Safety:
• Review site-specific safety requirements and develop a detailed safety plan for survey execution.
• Coordinate with facility personnel to schedule survey activities, minimizing disruption to operations.
• Provide a Safety Plan and ensure compliance with EM 385-1-1 (2024).
3.2. Rail Survey & Data Acquisition:
• Perform a comprehensive rail survey in accordance with CMAA 70 technical requirements, specifically section 1.4 concerning runway alignment.
• Utilize a LIDAR and cross-section survey approach, including high-definition surveying techniques and point cloud data analysis.
• Collect data on:
• Span
• Straightness
• Elevation
• Rail-to-rail Elevation
• Alignment of each rail to its corresponding runway embedment
• Condition of the runway concrete and grout pockets
• Condition of the runway rail, clips, and bolts.
• Operate data collection instruments remotely to minimize downtime and enhance surveyor safety.
3.3. Data Analysis & Reporting:
• Analyze collected data to determine compliance with CMAA 70, Table 1.4.2-1 tolerances.
• Prepare a detailed LIDAR and Cross-section cut report summarizing survey findings, including identified deviations from acceptable tolerances.
• Provide expert recommendations for corrective actions to address any identified deficiencies.
3.4. Engineering Drawings:
• Produce professional engineering survey drawings illustrating the current rail alignment.
• Drawings shall clearly depict:
• Runway layout with rail locations in reference to monolith and station numbers.
• Measured rail alignment data (span, straightness, elevation, rail-to-rail elevation).
• Visual graphs comparing actual rail alignment measurements to the acceptable values defined in CMAA 70, Table 1.4.2-1. This table should visually highlight any deviations exceeding tolerances.
• Summarized table of all numerical values, acceptable tolerances, and magnitude of out of tolerance conditions.
• Cross-sectional cut diagrams of rail profile and areas identified where deformation occurs and detailed measurement of deformation/wear.
• Drawings shall be delivered in an editable AutoCAD DWG file format.
• Additionally, provide a PDF version of all drawings for review and distribution.
4. Submittals
• Detailed Safety Plan
• Engineering Survey Drawings (digital format)
• LIDAR/Cross-section cut scan reports
• Project schedule of execution
• Raw survey data files in a readable format
5. Acceptance Criteria
• All work shall be performed in accordance with this SOW and applicable industry standards.
• Survey data shall be accurate and verifiable.
• Engineering drawings shall be clear, concise, and professionally presented.
• Government shall have 30 days to review all submittals.
• Contractor is responsible for addressing review comments and resubmitting corrected work.
• Successful completion of LIDAR/Cross-section scans and delivery of associated reports and data.
6. Schedule
• Submit a project schedule with the minimum requirements
• Submission of safety plan
• Mobilize to site and execute rail survey
• First submittal to the government of LIDAR/Cross-section cuts report and Engineer Drawings
• Second submittal after addressing comments for final LIDAR/Cross-section and Engineer Drawings.
7. Contractor Qualifications
• Proven experience in performing crane runway rail surveys.
• Certified rail mounted surveying drone technicians.
• Proficiency in using high-definition surveying equipment and point cloud data analysis software.
• Experience with CMAA 70 standards and requirements.
8. Government Furnished Information (GFI)
