About this opportunity
The Naval Surface Warfare Center Carderock Division announced a sole-source intent on June 9, 2026 to procure annual renewal of Bibliovation library management software with maintenance and support services from Progressive Technology Federal Systems, Inc., with a response deadline of 11:00 PM on June 10, 2026. This is a total small business set-aside.
The Government determined that only one source is reasonably available under FAR 13.106-1(b) authority because PTFS holds proprietary ownership of Bibliovation software and provides all support and maintenance exclusively through its subsidiary LibLime, with no authorized resellers or alternative sources. The existing system operates on a Marc21 platform and houses several thousand bibliographic records and digital objects; replacement would require complete re-cataloging estimated at approximately $100,000 in government labor and over one year to complete.
The requirement covers a five-year period from June 11, 2026 through June 10, 2031, with four one-year options. Bibliovation Maintenance and Support includes a 12-month subscription for libraries with collections not exceeding 250,000 MARC21 bibliographic records and 200,000 digital objects, online helpdesk support (8:00 AM–6:00 PM EST, Monday–Friday), system upgrades, bug patches, and 12 one-day onsite technical support trips. Bibliovation Training comprises two 2-hour web-based sessions covering system modules, circulation, cataloging, acquisitions, discovery layer management, and system administration. All pricing is firm fixed-price. Responses must include price, FOB point, point of contact, business size, payment terms, and capability statement demonstrating ability to meet all specifications. Additional requirements include SAML support expansion and migration of production and test systems to the GovCloud environment with Navy SAML integration.
