About this file
This is a Sole Source Justification and Approval document for the Naval Surface Warfare Center Carderock Division (NSWCCD) under Naval Sea Systems Command (NAVSEA). NSWCCD seeks to procure Bibliovation library system support, maintenance, and training services on a sole-source basis from Progressive Technology Federal Systems, Inc. (PTFS), the proprietary owner and original equipment manufacturer. The requirement covers a five-year period from June 11, 2026 through June 10, 2031, with the Product Service Code DF01 (IT and Telecom - IT Management Support Services - Labor). The justification is authorized under 10 U.S.C. 3204(a)(1) and FAR 6.103-1(b), establishing that only one responsible source is available to provide the required services.
The justification details that NSWCCD's existing Bibliovation system operates on a Marc21 platform and houses several thousand bibliographic records and digital objects. Replacement of the entire system would require complete re-cataloging of all data, estimated to cost approximately $100,000 in government labor (based on an NT 4 employee working 75% time) and require over one year to complete. PTFS exclusively provides Bibliovation support and maintenance through its subsidiary LibLime, with no authorized resellers or alternative sources available. Market research confirms PTFS as the sole provider with access to the proprietary software. The Government will post this justification on SAM.gov per FAR 6.301 to solicit any alternative sources, and the Procuring Contracting Officer will conduct price analysis using FAR 15.404-1 techniques, referencing prior contract N0016721P0124 for comparable pricing data to ensure fair and reasonable costs. The firm-fixed-price contract will be awarded without competition unless a viable alternative source emerges.

DEPARTMENT OF THE NAVY NAVAL SURFACE WARFARE CENTER CARDEROCK DIVISION
9500 MACARTHUR BOULEVARD WEST BETHESDA MD 20817-5700
SOLE SOURCE JUSTIFICATION AND APPROVAL
1. Contracting Activity
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), Contracting & Acquisitions Department (Code 02).
2. Description of the Action Being Approved NSWCCD intends to purchase Bibliovation support and maintenance on a sole-source basis from Progressive Technology Federal Systems, Inc. (PTFS). The Bibliovation library system is proprietary to PTFS, and they are the only source for the required support and maintenance services. This justification authorizes the award of a firm-fixed-price contract for these services in accordance with FAR 6.103-1(b).
This justification document is in accordance with FAR 6.104.
3. Description of Supplies/Services The proposed acquisition is for Bibliovation software support and maintenance services and the Bibliovation training also provided by PTFS. The Government’s minimum needs have been verified by the certifying technical and requirements personnel. The estimated dollar value for the base year Maintenance and Support with options is exemplified in the table below:

The Period of performance is expected to be from June 11, 2026 to June 10, 2031.
The Product Service Code (PSC) for this procurement will be DF01 (IT and Telecom – IT Management Support Services – Labor) and is aligned with the Government taxonomy associated with the acquisition of services, supplies, and equipment.
4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. §3204(a)(1), “The property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency.” (FAR 6.103-1(b)).
5. Rationale Justifying Use of Cited Statutory Authority
NSWCCD has an existing Bibliovation library that operates on a Marc21 platform, which houses several thousand bibliographic records and digital objects. This system is proprietary and was developed by PTFS, the Original Equipment Manufacturer (OEM). The Bibliovation software and its required support and maintenance and training are only available through a sub-company, LibLime, which is owned by PTFS. There are no other authorized resellers. The replacement of the entire system would require a complete and costly re-cataloging of all data into a new system, which would result in unacceptable costs and schedule delays for the agency. It is calculated that a complete re-cataloging of data would take upwards of one year and the personnel to perform this would incur nearly $100,000.00 in government J&A Number:
labor to accomplish this. This is based on an NT 4 working 75% of their time performing this work at the banded NT 4 rate.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Market research confirms that PTFS is the OEM and sole provider of the Bibliovation software and its associated support and maintenance services. These services are exclusively sold through their sub-company, LibLime. No other sources have access to the proprietary software or are authorized to provide the required support.
Therefore, only one source is reasonably available to meet the Government's needs.
Pursuant to FAR 6.301, the Government will make this Justification available on the Government point of entry (SAM.gov), the Government will ensure that the contract file will be documented as to any responses received from making the Justification available.
7. Determination of Fair and Reasonable Costs
In accordance with the price analysis techniques found in FAR 15.404-1 the Procuring Contracting Officer (PCO) shall ensure that all supplies and services provided under the anticipated contract are procured at a fair and reasonable price. The Government will require the contractor to submit a formal price proposal and sufficient information to support the accuracy and reliability of the estimate. The PCO shall determine that the proposed order represents the best value (as defined in FAR 2.101) to meet the Government’s needs. The PCO will also rely on experienced technical experts, as well as information from prior procurements such as Contract N0016721P0124 where the same services were procured, when conducting the price analysis. This information will form the basis for a fair and reasonable price.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWCCD has no plans at this time to compete future contracts for this specific requirement, as it involves the maintenance of a proprietary system already in place. If another potential source emerges that can provide this support, NSWCCD will assess whether competition for future requirements is feasible.
