About this opportunity
The U.S. Marine Corps Station, Blount Island Command (BICmd) in Jacksonville, Florida has issued a notice of intent to award a sole source contract for audio visual and video teleconferencing (AV/VTC) maintenance services. The Marine Corps is utilizing Federal Acquisition Regulation provisions that allow sole source procurement when only one source is reasonably available for purchases not exceeding the simplified acquisition threshold. Market research has identified Neu Technologies Group, LLC as the only capable provider due to their exclusive access to customized Creston software programming required for the VTC equipment. The contract will be awarded on a firm fixed price basis to support the S-6 Information Technology Department's operational requirements. This special notice serves as advance notification of the government's intent to proceed with a non-competitive award.
The sole source justification centers on the need for specialized maintenance of 28 critical audio visual rooms that facilitate worldwide military communications, requiring 24/7 support with two-hour telephone response and four-hour onsite assistance commitments. The selected contractor must provide quarterly maintenance, repairs, replacements, configurations, minor enhancements, upgrades, and new equipment installations to ensure systems perform to specified standards. While this is not a request for competitive quotes, the government will accept capability statements from responsible sources within seven calendar days of publication (by August 12, 2025) solely to determine whether competitive procurement might be feasible. The government retains full discretion to proceed with the sole source award regardless of any responses received. Contractors interested in demonstrating alternative capabilities must submit their statements by the specified deadline, though participation does not guarantee consideration for award or future competitive opportunities.
Notice text
NOTICE OF INTENT TO SOLE SOURCE
The U.S. Marine Corps Station, Blount Island Command (BICmd), Contracting Office, Jacksonville, FL 32226, hereby gives notice of intent to award a firm fixed price contract on a sole source basis. Federal Acquisition Regulation (FAR) Subpart 13.106-3(b)(3)(i), states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
BICmd, Jacksonville FL, has submitted a requirement that will provide VTC and AV Maintenance Services, in support of the S-6, Information Technology Department for quarterly maintenance for audio visual and video teleconferencing equipment, repairs, replacement, configurations, reconfigurations, minor enhancements and upgrades, and the installation of new equipment and other items necessary to ensure BlCmd’s operational audio visual and video teleconferencing systems are performing to the specified standards. Market research has determined that Neu Technologies Group, LLC is the only source capable of providing the customized programming required to effectively maintain operations. The software Creston, used to maintain and program the VTC equipment, is customized to meet the local requirement. No other company has access to the customized software installed by a licensed programmer, as they are proprietary to the company.
There are a total of 28 rooms with audio visual capabilities. Each room serves as a critical element that helps facilitate communication with commands worldwide. The requested maintenance is for 24/7 support, 365 days a year, a two-hour window for the vendor to provide telephone assistance, and onsite assistance at BICmd within four hours of the request.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within seven (7) calendar days after the date of the publication of this synopsis, may be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
