About this opportunity
The Marine Corps issued a Notice of Intent to award a sole-source firm fixed price contract for audio-visual services at the Washington Hilton on October 26, 2026, with responses due by 4:00 PM EST that day. The procurement is restricted to Dupont Hotel Project Owner, LLC, the entity operating the venue, because the Washington Hilton maintains an exclusive licensing arrangement with Encore Global, its sole authorized in-house audio-visual provider. Encore Global holds exclusive rights to all hotel-installed A/V infrastructure, including cabling, rigging points, power sources, and projection systems; external vendors are prohibited from interfacing with these systems due to liability, safety, and operational policies.
The services required are audio-visual, lighting, sound, video projection, and stage support for the Marine Corps Birthday Ball scheduled for November 21, 2026. Market research by Marine Barracks 8th and I Quartermaster identified multiple third-party A/V vendors unable to perform at the designated venue due to these restrictions. The sole-source justification notes that Encore Global requires advance payment before contract acceptance, necessitating procurement through the hotel rather than the service provider directly.
Interested vendors may respond via email to Marine Corps System Command's point of contact indicating capability to provide the required services at the specified location. The government commits to conducting competitive market research for future events at alternative venues without such exclusivity constraints.
Notice text
This is a Notice of Intent to Award a Soel Source Firm Fixed Price (FFP) contract using FAR Part 12 and FAR Part 13 procedures. Service needed: Audio and visual services at the Washington Hilton for the Marine Corps Ball. See Document "JnA REDACTED" for detail.
The government intends to award on a Sole Source basis to: Dupont Hotel Project Owner, LLC, 1919 Connecticut AVE NW Washington, District of Columbia, 20009, United States. The circumstances of the contract action deem only one source reasonably available.
The basis for this Sole Source Award Intent is that the hotel is the only entity through which the required audio-visual services for the Marine Corps Ball at the designated Hilton venue can be procured in accordance with applicable contracting and payment requirements. The venue's exclusive arrangement with its licensed audio-visual service provider necessitates that the services be secured through the hotel.
Interested vendors: vendors interested in obtaining the same capability may respond via email to receive Marine Corps System Command's point of contact. In our response, please indicate whether you can provide the required services at the specified location. Responses by no later than 26 October, 2026, 4:00 PM EST.
