About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, issued a Notice of Intent on April 16, 2026, for a sole source procurement of calibrated Anderometer electronics from Denkei Corporation Americas. This combined synopsis and solicitation (N0016726Q1078) is being conducted under the authority of FAR Part 13.106-1(b), which permits non-competitive procurement when only one source is reasonably available. The contracting officer has determined that circumstances of this contract action justify solicitation from a single source due to the extremely limited commercial market for Anderometer products and the inability of other vendors to meet the government's technical and calibration requirements. The procurement falls under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a business size standard of 600.
The objective of this procurement is to acquire calibrated Anderometer electronics, including an Anderon analyzer with data saver software, an Anderon Calibrator, velocity sensors, cables, and calibration certificates with traceability to ISO and NIST standards, all required for vibration testing of precision ball bearings manufactured to military specifications. The government requires delivery to NSWC Carderock Division in West Bethesda, Maryland by August 31, 2026, on a firm fixed price basis. Interested parties must submit capabilities statements no later than April 29, 2026 at 12:00 PM EST to steven.besanko@navy.mil, including pricing, FOB point, point of contact information, business size, payment terms, and confirmation of capability to meet all specifications. While this notice of intent is not a competitive solicitation, all responses received by the deadline will be considered by the government at its sole discretion to determine whether to conduct a competitive procurement. Award will be made to the lowest price technically acceptable quotation demonstrating fair and reasonable pricing and full conformance to solicitation requirements.
