About this opportunity

The 49th Contracting Squadron at Holloman Air Force Base, New Mexico has issued a Notice of Intent to make a single-source award to CRIPPA for the procurement of specialized tube bending equipment. The Department of the Air Force Air Combat Command published this Special Notice on August 22, 2025, under the authority of FAR 6.302-1(a)(2), indicating their intention to bypass competitive bidding procedures. The procurement involves acquiring a CRIPPA model 942XE tube bender with tooling package at an estimated cost of $353,224.50, specifically designed to support F-16 aircraft maintenance operations. The notice falls under NAICS code 333517 (Machine Tool Manufacturing) with a small business size standard of 500 employees. This announcement serves as formal notification of the government's intent to proceed with sole-source contracting rather than conducting a competitive procurement process.

The primary objective of this procurement is to address inefficiencies in the current F-16 tubing replacement process, which results in substantial material waste of 12-24 feet per line and requires approximately 8 hours of daily manufacturing time with a two-person crew. The government has established a deadline of August 25, 2025, for interested parties to submit capability statements for review, though this notice explicitly states it is not a request for competitive quotations. All responsible sources are eligible to submit capability statements demonstrating their ability to meet the requirement, which the government will use solely to determine whether to conduct a full and open competitive procurement or small business set-aside instead. The justification centers on CRIPPA's unique capability to bend tubing up to 1 inch without additional tools or techniques, with market research indicating no alternative equipment can meet the expanding maintenance needs of the aging F-16 fleet. The government retains complete discretion in determining whether to proceed with the single-source award based on any responses received.
