About this file

This Single Source Justification document is for purchasing a Crippa model 942XE tube bender with tooling package for the Air Force, specifically for F-16 maintenance requirements. The estimated contract cost is $353,224.50, with the procurement being justified by the unique capabilities of the Crippa tube bender, which can effectively bend tubing up to 1" without additional tools or techniques. The document highlights that the current tubing replacement process is inefficient, resulting in substantial material waste (12-24 feet per line) and requiring approximately 8 hours of daily manufacturing time with a two-person crew. Market research indicates no alternative tubing bender on the market can meet the expanding needs of the aging F-16 fleet, leading to a single-source procurement recommendation by the contracting officer.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 49 CONS/PKA

Project/Program Name: Tube Bender

Purchase Request/Identification Number: F2E2RP5164A001

Estimated Contract Cost (including Options): $353,224.50

Section B: Description of the Supplies/Services Required

Purchase Crippa model 942XE tube bender with tooling package

Section C: Justification for Soliciting from a Single Source or Brand Name

The current process for replacing tubing needed for specific use on the F-16, which requires exacting standards to match design, results in substantial waste and time inefficiencies, with 12-24 feet of tubing per line wasted during test bends and setup for complex lines and requires an average of 8 hours per day of manufacturing time for tubing with a two-person crew. This can be reduced by the Crippa tools' ability to use manufacturer information to create the bend without multiple attempts. Additionally, the aging F-16 fleet is requiring the ability to bend larger tubing sizes, up to 1" which has become a more common requirement. No other tubing bender system on the market has been found to have the ability to effectively bend tubing that large without additional tools and techniques, such as heat.

Without this tool, the organization will continue to face excessive waste and high labor costs, hampering its ability to meet mission requirements effectively.

Section D: Efforts to Obtain Competition

Market research has shown that there is no other tubing bender currently on the market which is able to meet all the requirements based upon the expanding needs of the aging fleet.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Continued research should be conducted to determine if other tools are being developed which can perform the same tasks.

Other manufacturers meeting this need would expand the ability to create competition.
