About this opportunity
The National Institute of Standards and Technology (NIST) has published a Special Notice announcing its intent to negotiate a sole-source contract with Picarro, Inc. for the repair of a Picarro Spectrometer. The notice was posted on July 8, 2025, and utilizes the authority under FAR 13.106-1(b) to solicit from a single source. NIST's Acquisition Management Division plans to award a firm-fixed-price contract to Picarro, Inc., located in Santa Clara, California. The requirement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees. The contracting officer for this procurement is Angela Hitt, who can be reached at angela.hitt@nist.gov.
The primary purpose of this Special Notice is to determine whether competitive procedures could be used for this acquisition by soliciting responses from other potential contractors who can demonstrate their capability to perform the spectrometer repair. The repair involves a G2301 CRDS system with specific technical requirements including automatic calculation of methane and carbon dioxide concentrations, Cavity Ring-down Spectroscopy operation, and advanced features like water vapor correction and real-time data reporting. Interested parties must submit written responses demonstrating their capability to satisfy the requirement by July 15, 2025, to the contracting officer via email. If competitive procedures are not pursued, NIST estimates that an award will be issued by August 29, 2025. The notice explicitly states that this is not a solicitation, and responses will be used solely to evaluate whether competitive bidding is feasible for this specialized scientific equipment repair.
