About this file

This document is a specification for repairing a Picarro Gas Concentration Analyzer owned by the National Institute of Standards and Technology (NIST). The repair requires a G2301 CRDS system with specific technical capabilities, including automatic calculation of methane and carbon dioxide concentrations, Cavity Ring-down Spectroscopy operation, a wavelength monitor, and complex software requirements. The system must weigh less than 26 kg, operate on 110V power, have a response time under 3 seconds, and include advanced features like water vapor correction and multi-chart real-time data reporting.

The related federal contract opportunity indicates NIST intends to negotiate a sole-source contract directly with Picarro, Inc. under FAR 13.106-1(b) for spectrometer repair. The contract will be a firm-fixed-price award, targeting completion by August 29, 2025, with the NAICS code 334516 (Analytical Laboratory Instrument Manufacturing). Interested parties can demonstrate competing capabilities by submitting written responses to the Contracting Officer, Angela Hitt, via email by the submission deadline. The small business size standard for this opportunity is 1,000 employees.

TITLE: Repair of Picarro Gas Concentration Analyzer Requesting Lab/Division/Group: PML/686/11 Requisition Number: NB68611-25-XXXXX

Specifications:

Item 1: Repair of Picarro Gas Concentration Analyzer

To meet the project’s measurement needs described above, it is necessary to repair of an existing NIST owned Picarro Gas Concentration Analyzer. The existing item is a Picarro G2301 CRDS system and has the following capabilities:

1. The analyzer must provide automatic calculation of the dry mole fraction concentration of CH4 and CO2.

2. The analyzer and associated vacuum pump weight must be less than 26 Kg

3. The analyzer and associated vacuum pump must only require 110 V, 60 Hz power.

4. The analyzer must operate using a high precision, low drift technique commonly known as Cavity Ring-down Spectroscopy (CRDS).

5. The analyzer is required to have a wavelength monitor, to control the wavelength of the laser to within 2 MHz for the highest precision and lowest drift performance.

6. The analyzer must not require any regular optical maintenance such as mirror cleaning

7. The rise/fall time (response time) of the analyzer to go from 10-90% / 90-10% of a signal must be < 3 seconds.

8. Digitization speed of the ring-down analog to digital converter must be at least 25 MHz.

9. The analyzer is required to have capability for 4 separate laser sources, potentially providing future extendibility for additional applications.

10. The analyzer must be contained in a single, compact box and must not exceed the dimensions 45” w x 18” h x 45”.

11. The software programming language must be commercially available, flexible, object oriented and platform independent.

12. The operation software must report real time data in multiple charts and be developed for at least the Windows 10 environment.

13. The software must include automated water vapor correction (corrected for dilution, spectroscopic broadening and cross talk effects).
