About this opportunity
The Federal Bureau of Investigation (FBI) has issued a Special Notice of Intent to award a sole-source, one-time, firm-fixed price contract to Thomas Scientific, LLC. The contract is specifically for procuring one FSIS II Color Lab System and fourteen replacement computers for the Latent Print Operations Unit (LPOU). Thomas Scientific, LLC is the exclusive manufacturer and distributor of this specialized forensic imaging system, having acquired Arrowhead Scientific in October 2023. The system is uniquely designed for friction ridge analysis and requires exact compatibility with existing FBI systems. The procurement will be conducted under the simplified acquisition threshold as a firm-fixed-price contract.
Contractors interested in this opportunity must submit a capability statement, proposal, or quotation by 5:00 PM EST on May 21, 2025, to be considered by the agency. The government will use the submitted information solely to determine whether to conduct a competitive procurement, with the final decision remaining at the government's discretion. Vendors must be registered in the System for Award Management (SAM) to be eligible for the contract, and they must ensure all SAM information is current, including TIN, EFT, DUNS, UEI, addresses, and contact details. No reimbursement will be provided for preparing capability information, and the notice is subject to change. Market research has confirmed no other vendor provides a comparable product, and the FSIS II systems are manufactured in the United States with specific manufacturer part numbers for the lab system and replacement computers.
