About this file
This document is a Justification for Other Than Full and Open Competition for the Federal Bureau of Investigation (FBI). The FBI intends to award a sole-source contract to Thomas Scientific, LLC for one (1) Arrowhead Forensics Full Spectrum Imaging System (FSIS II) Color Lab System and fourteen (14) replacement computers for the Latent Print Operations Unit (LPOU). The system is specifically designed for friction ridge analysis and requires exact compatibility with existing FBI systems. Thomas Scientific, LLC acquired Arrowhead Scientific in October 2023 and is the only manufacturer and distributor of the required FSIS II Color Lab System.
The contract will be a one-time, firm-fixed-price procurement under the simplified acquisition threshold. The FBI will publicize a notice of intent to award on SAM.gov, allowing other vendors to demonstrate their capabilities by 5:00 PM EST on 21 May 2025. Market research confirmed no other vendor provides a comparable product. The FSIS II systems are made in the USA, with specific manufacturer part numbers A-FSC-1-PC30 for the lab system and A-FS-1-PCO for the replacement computers. The FBI will continue to conduct market surveys to identify potential sources for future acquisitions.

Requisition Number: SHOP-PR-25-002170
Date: 13 May 2025

The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Procurement Section (PS), National Acquisition Programs Unit (NAPU) has prepared this justification for other than full and open competition for the purchase of one (1) Arrowhead Forensics Full Spectrum Imaging System (FSIS II) Lab System, and fourteen (14) replacement computers for the FSIS Lab System on behalf of the Laboratory Division (LD), Biometrics Analysis Section (BAS), Latent Print Operations Unit (LPOU).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, Etc.…
In accordance with a statutory exception to the fair opportunity process, the FBI contemplates the award of a one-time, sole-source, open-market, firm-fixed-price contract to Thomas Scientific, LLC, [CAGE Code 725Q0], 1654 High Hill Road, Swedesboro, New Jersey, 08085-1780 for one (1) FSIS II Color Lab System, and fourteen (14) replacement computers for the FSIS Lab System, for the purpose of conducting timely and high-quality scientific examinations in the area of friction ridge analysis.
3. A description of the supplies or services required to meet the agency’s needs.
The LPOU’s mission is to conduct scientific examinations in friction ridge analysis; report findings; provide expert testimony relating to these examinations in legal proceedings; provide training to the law enforcement community; and provide forensic field support to the law enforcement community on a national and international level. As latent prints are detected they require capture using photography, which can be done using the FSIS.
The FSIS II Color Lab System and the accessories are specifically adapted to be used in conjunction with the current FSIS II systems currently owned by the FBI. The FSIS II and the replacement computers are designed and sold by a single vendor, (Arrowhead Scientific, Inc.), for the sole purpose of providing a new FSIS II and optimizing the FSIS II Systems currently being utilized by the LPOU. The LPOU already has FSIS II in place and needs them to be optimized for use in casework, and the products being requested must be

The FSIS II are designed to have components used interchangeably and when deployed by HEAT, the disaster squad, or when necessary; therefore, it is essential that LPOU receive these exact products.
The FBI has purchased several FSIS Lab Systems and FSIS II Lab Systems over the past several years.
The FBI purchased one (1) FSIS II Color Lab System from Thomas Scientific LLC on May 20th, 2024, via Purchase Order (PO) Number 15F06724P0000776.
The FBI purchased two (2) FSIS II Color Lab Systems from Arrowhead Scientific, Inc. on March 20th, 2023, via PO No. 15F06723P0001524.
The FBI purchased one (1) FSIS II Color Lab System from Arrowhead Scientific, Inc. on February 22nd, 2022, via PO No. 15F06722P0000197.
NOTE: Arrowhead Scientific, Inc. was acquired by Thomas Scientific, LLC in October 2023. Arrowhead Forensics is a Division of Thomas Scientific. Thomas Scientific, LLC is a small business.
4. The statutory authority permitting other than full and open competition.
For purposes of this acquisition, the statutory authority permitting other than full and open competition is delineated at 41 U.S.C. 3304 (a) (1) and implemented at FAR Part 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”

There is only one (1) company that is a manufacturer and distributor of a FSIS II Color Lab System. There are no other manufacturers that can provide a product with the required specifications.
There are no authorized resellers of the FSIS II Color Lab System. The FSIS II Color Lab System is Made in the United States of America (USA). The Arrowhead Forensics Manufacturer Part Number is A-FSC-1-PC- 30.
Only the specified make and model replacement computer will satisfy agency needs, and only one source is available. The replacement parts that compromise the FSIS II Lab System must be compatible with the current system utilized by the LPOU. The fourteen (14) replacement computers are Made in the USA.
