Coverage scope includes North and Central America, Alaska, Hawaii, and the Caribbean, with access to all Satellite Mutual Aid Talkgroups and preservation of existing FBI-only talkgroups and phone numbers.

Interested parties must submit emailed responses by 4:00 PM EST on May 28, 2026, including Dun and Bradstreet number, CAGE Code, UEI Unique Entity ID, and business size, accompanied by a capability statement detailing experience, equipment, background, and ability to deliver without compromising quality, reliability, safety, accuracy, or schedule. The contractor shall deliver within 120 days of order receipt. The requirement is NAICS 517410 (Satellite Telecommunications) with a $44 million size standard.
