About this opportunity
The 502d Contracting Squadron at Joint Base San Antonio-Randolph, Texas, issued a Notice of Intent on February 10, 2026, to award a sole source firm-fixed-price contract to DeTect Inc. for maintenance and support services of the MERLIN Aircraft Birdstrike Avoidance Radar system with drone detection capability. The procurement is being executed under FAR Part 12 (Acquisition of Commercial Products and Services) and simplified acquisition procedures authority pursuant to 10 U.S.C. 2302b and 41 U.S.C. 1901. This action is issued by the Department of the Air Force Air Education and Training Command and represents an opportunity for interested parties to challenge or respond to the Government's intent to conduct a sole source award. The contracting office is providing public notice as required before proceeding with the sole source procurement, and the Government retains discretion to either award to DeTect Inc. or open the requirement to competitive bidding based on responses received.
Interested parties must submit narratives describing their capabilities and qualifications by February 13, 2026, at 2:00 PM Central Time via email to ying.yang@us.af.mil and lorenzo.martinez.8@us.af.mil. The contract covers a four-year period—a base year from March 11, 2026, through March 10, 2027, plus three consecutive option years—and requires 24/7 technical support, preventive maintenance, remote system monitoring, software upgrades, and parts replacement for the MERLIN radar system and its associated components. Contractor personnel must be U.S. citizens certified to work on MERLIN systems, comply with security and OPSEC requirements, and provide services during normal business hours with two scheduled site visits annually for preventive maintenance. DeTect Inc. is identified as the sole responsible source because the MERLIN radar is proprietary to DeTect, utilizing DeTect-trained personnel exclusively, and market research identified no alternative suppliers capable of providing equivalent support services.
