About this opportunity

The Defense Health Agency has published a Notice of Intent regarding a sole source procurement for preventative maintenance services on a Cobas c311 diagnostic instrument at the Armed Forces Medical Examiners System Division of Forensic Toxicology. The U.S. Army Medical Research Acquisition Activity intends to award a fixed-price purchase order to Roche Diagnostics in Indianapolis, Indiana, as the original equipment manufacturer. This procurement is being justified under FAR 13.106-1(b)(1) for soliciting from a single source, as only Roche Diagnostics has the specialized personnel and training required to service this specific instrument. The agency has determined that no other sources are reasonably available to meet their requirements. The current third-party maintenance arrangement creates operational delays that could impact critical laboratory functions.

The primary purpose of this notice is to inform potential contractors of the government's intent to proceed with a sole source award while providing an opportunity for other qualified firms to demonstrate their capabilities. Any companies interested in providing these maintenance services must submit their qualifications and demonstrate their ability to service the Cobas c311 instrument by September 26, 2025. Contractors must possess the specialized knowledge, trained personnel, and direct manufacturer relationships necessary to maintain this critical laboratory equipment without operational delays. The government emphasizes that failure to maintain this instrument could suspend laboratory operations and negatively impact Department of Defense missions, making immediate contract award essential for maintaining operational readiness.

Notice text

6The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Fixed Price sole source purchase order on behalf of the Armed Forces Medical Examiners System (AFMES) Division of Forensic Toxicology (DFT) to Roche Diagnostics, located at: 9115 Hague RD Indianapolis, IN 46256-1025 under the authority as prescribed in FAR 13.106-1(b)(1), Soliciting From a Single Source, as there is only one source reasonably available that will satisfy agency requirements. This requirement is for the purchase of preventative maintenance services for instrument Cobas c311Serial #: SN 19X4-04 located at AFMES DFT. Only the Original Equipment Manufacturer (OEM), Roche Diagnostics, has the personnel with the specialized knowledge and training to work on the existing instrument Cobas c311Serial #: SN 19X4-04. Field service representatives are directly trained and informed on new procedures concerning the Roche Diagnostic Brand instrument Cobas c311Serial #: SN 19X4-04; whereas, a third party maintenance service arranges all service with Roche Diagnostic technicians. However, there is a lag between when it is discovered a repair is needed, and when a repair can be completed under the current third-party contract as AFMES has to notify the third party who will then reach out to the OEM for appointment times. Failure to award this contract immediately could lead to suspended laboratory operations which results in mission failure. This impacts the entire Department of Defense (DoD) negatively. This is a notice of intent to issue this solicitation on a sole source basis. This notice of intent is NOT a Request For Quotations (RFQ). Any other firms desiring consideration must fully identify their interest and capability to provide these services no later than 26 September 2025 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government Point of Contact. Responses to this notice must be received no later than 11:00am Eastern Standard Time, 26 September 2025. The point of contact for this action is Ms. Alicia Maldonado Torres, alicia.maldonadotorres.civ@health.mil. No telephone requests will be honored.
