About this opportunity
NOAA's Southwest Fisheries Science Center has issued a Notice of Intent to award a sole source contract to the University of Illinois for histopathological analysis of marine mammal tissues. The contract, authorized under FAR 13.106-1(b)(1), is structured as a firm fixed price agreement with a 12-month base period and two option periods. This Special Notice was published by the National Oceanic and Atmospheric Administration, part of the Department of Commerce, on August 25, 2025. The procurement falls under NAICS code 541380 for Testing Laboratories and Services and PSC code B516 for Special Studies/Analysis-Animal/Fisheries. The agency emphasizes this is not a request for competitive proposals and no formal solicitation document exists for this requirement.
The primary purpose of this contract is to provide specialized diagnostic services including tissue sample processing, histological evaluations, laboratory pathogen testing, and expert consultations to determine causes of death, life history parameters, and health status of marine mammals in support of NOAA's Marine Mammal Protection Act and Endangered Species Act mandates. While this notice indicates intent for sole source award, NOAA will consider capability statements from interested sources that demonstrate technical competency and include cost information, with submissions due by 1200 Eastern Time on Friday, August 29, 2025. The University of Illinois was selected due to its unique expertise in marine mammal pathology and the critical need for data consistency with previous studies to maintain quality and comparability for trend analysis. Market research confirmed that while other laboratories could provide similar services, switching vendors would jeopardize data quality and the integrity of ongoing mortality and disease trend studies. All email correspondence must include the subject line "143051-25-0131 - Histopathological Analysis" to ensure proper processing.

The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to University of Illinois for the purchase of histopathological analysis of marine mammal tissues.
The Southwest Fisheries Science Center is in need of histopathological analysis services of marine mammal tissues to determine causes of death, life history, parameters, and health status. In order to be able to understand trends in mortality, diseases, etc. it is imperative that the data collected is consistent and up to the same quality as the data collected in previous studies. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
