About this opportunity
Naval Supply Systems Command Fleet Logistics Center San Diego issued a Notice of Intent to award a sole-source contract to NADA Scientific Limited on or before 17 August 2026 for six Automotive Air Conditioning System Trainers, Model N98-ND9130, under FAR 13.106-1(b)(1)(i) (only one source responsibly available). The procurement is restricted to NADA Scientific; no competitive solicitation will be issued.
The trainers will support the Construction Mechanic "C" School Automotive Air Conditioning course at Naval Construction Training Center, Port Hueneme, California. NADA Scientific is the sole manufacturer listed in the Navy's Resource Requirement List for this equipment. The justification asserts that acquiring trainers outside the RRL would require curriculum modification, instructor retraining, and course material revision, causing unacceptable delays to the Navy's training pipeline.
The trainers must be factory new, fully assembled, and ready for instructional use upon delivery. Each unit includes an integrated R134a air conditioning system with piston compressor, condenser, evaporator, expansion valve, pressure switch, thermostat, and dehydrating filter; fault simulation capability for troubleshooting exercises; and a wheeled stand for mobility. Electrical requirements are 220V with approximately 2 kW maximum power consumption. Delivery is required within 60–90 days after order receipt to Building 1300, Port Hueneme.
Sources interested in responding must submit a capability statement (not exceeding six pages, 8.5 x 11 inch, 10-point font minimum) by the due date of 1 August 2026 demonstrating authorization as a NADA Scientific distributor, with management, technical, and cost data. The NAICS code is 333618.
