About this opportunity

Department of the Air Force Global Strike Command intends to make a sole-source award to EDL Construction, Inc. for inspection and maintenance of aircraft sunshades at Whiteman AFB, with responses to the notice of intent due August 28, 2026. This is a total small business set-aside with a sole-source justification based on EDL's status as original manufacturer and installer of the sunshades and the only entity authorized to perform inspections without voiding manufacturer warranties.

Work encompasses 24 sunshade shelters at Whiteman AFB in the 442d Maintenance Group Area on the aircraft parking apron near buildings 1117, 91, and 1118. The contractor must complete all work within 90 calendar days from award. Inspection scope includes structural integrity assessment of bolts, rafters, roofing hardware, anchorage systems, corrosion, electrical defects, weather damage, and storm water drainage systems, with wind load calculations based on 146-mph basic wind speed certified by a professional structural engineer. Work hours are limited to 0700–1600 Central Standard Time, Monday through Friday, excluding federal holidays and base closure days.

Key deliverables include an inspection schedule due 30 days before work commences, initial inspection report due 30 days after inspection, preventative maintenance plan due 30 days after award, quality control plan due 10 business days after award, personnel listing due 10 business days after award, and spill containment plan due 15 calendar days after award. The contractor must obtain airfield driver training, comply with flight line safety and FOD prevention procedures, provide double hearing protection for flightline workers, and ensure all personnel read, understand, speak, and write English fluently. Access to shelters is restricted to 3–6 at any time due to ongoing aircraft operations, with escorts provided by 442 MXG and 509 MXG. The contractor bears liability for environmental compliance violations, hazardous materials management, and spill cleanup costs. CMMC compliance is required at specified levels per DFARS 252.204-7021.
