About this opportunity
The U.S. Department of Health and Human Services announced on July 17, 2026 a notice of intent to award a sole-source, firm fixed-price purchase order to the National Academy of Sciences for formation of a multi-agency, multi-organization Forum on Medical and Public Health Preparedness for Disasters and Emergencies. This is not a competitive solicitation; no RFQ will be issued and quotes will not be requested. The determination to proceed sole-source under FAR 12.102(a) rests on the Government's finding that only one source is available to meet its needs. The Forum will convene members from federal, state, local, academic, and industry entities to exchange information, present individual views, and engage in structured dialogue on critical and contentious scientific and policy issues related to disaster and emergency preparedness. The period of performance spans one 12-month base period with four optional 12-month years exercisable at Government discretion. NAICS code 541690 (Other Scientific and Technical Consulting Services) applies. The Government will consider information received to determine whether to conduct a competitive procurement in the future and will not bear costs incurred by respondents to this notice.
