About this opportunity
The Drug Enforcement Administration (DEA) intends to award a sole-source purchase order to Elk National Foundation for a video podcast project, with written responses due by 10:00 am (ET) on June 17, 2026. The Government does not intend to open this requirement to competition; responses to this notice will not trigger a competitive Request for Quotation, and the Government retains discretion whether to proceed with award based on responses received.
The project, administered by DEA's Community Outreach and Prevention (CPO) division, targets parents and caregivers with messaging about drug-use costs and consequences affecting youth and young adults, with anticipated reach exceeding 14 million impressions across Facebook, YouTube, and Instagram. Work runs from July 1, 2026 through March 31, 2027. The contractor must produce ten biweekly original podcast episodes (25–40 minutes each) beginning July 2026, create short-form video content repurposing podcast material for YouTube Shorts, TikTok, and Instagram Reels, coordinate episode placement on a YouTube channel targeting one million-plus views and facilitate DEA digital banner ads and PSAs targeting 14 million-plus impressions, consult with CPO subject matter experts to ensure content accuracy, and deliver final analytics documenting total media impressions, reach, and impact metrics. All contractor personnel must meet security and trustworthiness standards; the DEA reserves the right to conduct background screening and investigation and requires escort protocols for DEA facility access. Any capable source interested in submitting a capability statement should send it electronically to Naomi Collier (Naomi.S.Collier@dea.gov) by the June 17 deadline.
