About this opportunity
The United States Section of the International Boundary and Water Commission (USIBWC) has issued a Notice of Intent for cellular service renewal under a sole source procurement arrangement. The agency, located in El Paso, Texas, plans to execute this award under FAR Part 13 Simplified Acquisition Procedures for commercial items. The intended contractor is FirstNet through AT&T Mobility, specifically working with Wes Amos as the Client Solutions Executive. This procurement falls under NAICS code 517122 for Wireless Telecommunication Services and is designated as a Total Small Business set-aside with a size standard of 1,500 employees. The notice was posted on August 11, 2025, with responses due by August 22, 2025.
The primary purpose of this notice is to inform industry contractors of the government's intent to renew annual cellular service through a sole source arrangement with FirstNet. The USIBWC justifies this sole source approach by emphasizing FirstNet's unique positioning as the exclusive provider of a dedicated network specifically developed for first responders, which no other public or private network can replicate. The agency states that transitioning to a different provider would disrupt operations and compromise mission-critical communication safety and efficiency during emergencies. Contractors should note that this notice is not a formal solicitation or request for competitive proposals, no solicitation document is available, and telephone requests will not be honored. The procurement is being conducted under commercial item procedures pursuant to FAR Parts 12 and 13, allowing the Contracting Officer to solicit from a single source based on FirstNet's exclusive licensing agreements and unparalleled emergency communication capabilities.
