About this file

This document is an IBWC Form 356 Simplified Acquisitions Sole Source or Brand Name Justification for FirstNet cellular service. The requisition (FY25R1221099) justifies sole source procurement from FirstNet, a specialized cellular service plan developed by the U.S. Government for first responder agencies. The document highlights that FirstNet provides a unique, priority service network specifically designed for federal agencies with first responder roles, which has been exclusively awarded to AT&T by the General Services Administration.

The justification emphasizes that no other public or private network can provide the same level of mission-critical communication services. Extensive market research confirmed FirstNet's consistent performance and critical role in ensuring seamless emergency communications. The agency deems transitioning to a different provider would disrupt operations and potentially compromise communication safety and efficiency. The document is signed by Antonio Almaguer (CIO) and Angelica Baca (Contracting Specialist), with the procurement process authorized under Federal Acquisition Regulation (FAR) guidelines.

TextField1: FirstNet has a cellular service plan that provides priority of service during emergencies to federal agencies that have a first responder role. The agency qualified for access to this specific network and service that the General Services Administration (GSA) awarded to AT&T to create. No other public or private network provides access to this network developed by the U.S. Government for agencies to use as a mission-critical communications source
TextField1: FirstNet's services are uniquely positioned to meet our agency's critical communication needs due to their exclusive licensing agreements, which ensure unparalleled access to a dedicated network developed specifically for first responders. No other public or private network can provide the same level of priority service and reliability during emergencies. Transitioning to a different provider would not only disrupt our operations but also compromise the safety and efficiency of our mission-critical communications. Therefore, it is imperative to continue our partnership with FirstNet as the sole source provider.
TextField1: Extensive research was conducted to evaluate the current performance of FirstNet in relation to our agency's needs. The findings indicate that FirstNet has consistently met our expectations, providing reliable and effective communication services. Given the critical role that FirstNet plays in ensuring seamless communication, any transition to a different provider at this juncture would result in significant service disruptions. Therefore, it is imperative to continue our partnership with FirstNet to maintain the high standards of communication and safety that our agency relies on.
