About this opportunity
The 502d Contracting Squadron of the Department of the Air Force Air Education and Training Command issued a Notice of Intent on April 1, 2026, announcing its intention to award a direct contract to the Commemorative Air Force (CAF) for Flight Line Services. This special notice pertains to the provision of aerobatic smoke oil and engine oil services in support of the 2026 Great Texas Airshow at Joint Base San Antonio Randolph. The government intends to procure from a single source under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), citing the contractor's local status, cost efficiency, and proven capability to deliver high-quality smoke and engine oil services. This is not a request for quotations or proposals, and no formal solicitation is available.
Interested organizations have until 10:00 a.m. CST on April 3, 2026, to submit clear and convincing evidence of their ability to provide the required flight line services to davion.blanks@us.af.mil or jermayne.gordon@us.af.mil. The contract scope requires the contractor to deliver smoke oil by April 30, 2026, and provide full staffing, equipment, and services during the airshow from May 1-3, 2026, including personnel to dispense oils into aircraft and an A&P mechanic for minor repairs. The government will reimburse only for actual product consumption, with the contractor responsible for maintaining a 25% reserve supply, removing all unused products by May 4, 2026, and cleaning any spills at no additional cost. Eligible contractors must maintain personal liability insurance, submit itemized invoices detailing aircraft usage by June 1, 2026, and may be reimbursed for vehicle rental and lodging expenses in accordance with GSA per diem rates. While the government does not anticipate responses, any costs incurred in preparing a response are the sole responsibility of the respondent and will not be reimbursed.
Notice text
The 502d Contracting Squadron intends to issue a direct award to
Commemorative Air Force (CAF), 5661 Mariner Drive, Dallas, Texas 75237-
4728 (SAM UEI: RR3MM8ZLJSA8) for Flight Line Services.
The Commemorative Air Force (CAF) Flight Line Service Detachment (FLSD)
provides high quality smoke & engine oil services. The aerobatic smoke oil
and engine oil are transported on base from/to Harlingen by the
contractor. These fluids are used during aerobatic displays to highlight
plumes, maneuvers with white or colored smoke to enhance the displays.
It's safe for performances because it provides better visibility of the
aircrafts. The Flight Line carries a wide range of fluids to support large
events such our airshows and they bring in their own equipment to pump
the fluids into the aircrafts. The vendor is local, and pricing is cheaper to
haul the oils to Randoph from an instate vendor than an out of state
vendor.
This notice is not a request for quotations/proposals or an invitation for
bids and no solicitation is available.
The Government intends to procure from only one source under the
authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i),
Soliciting from a single source.
Interested organizations may submit clear and convincing evidence to
support their ability to provide the needed performance services in writing
to davion.blanks@us.af.mil and jermayne.gordon@us.af.mil.no later than
10:00 am (CST), 3 April 2026.
The Government does not anticipate receiving responses to this notice. If
parties choose to respond, any cost associated with preparation and

be reimbursed by the Government.
