About this opportunity
The Department of the Interior National Park Service hosted an Industry Day on March 27, 2026, as market research for a multi-bureau uniform procurement prioritizing or requiring U.S. manufacture consistent with Made in America policies. The event has concluded; Amendment 4 (posted May 6, 2026) provides the recording, transcript, participating entity list, and acquisition update slides.
The procurement spans seven Interior bureaus and the U.S. Army Corps of Engineers, covering approximately 35,000 uniformed employees across National Park Service (20,000), U.S. Fish and Wildlife Service (6,500), Bureau of Land Management (4,000), USACE (3,800), U.S. Park Police (700+), Bureau of Reclamation (300), and Bureau of Safety and Environmental Enforcement (20). The solicitation covers civilian uniforms, patches, insignia, headwear, footwear, outerwear, and related items, plus a web-based ordering system with inventory management, warehousing, kitting, shipping, customization, and customer service.
The current IDIQ contract holds a $130 million five-year ceiling with approximately 1,000 individual items; pricing period four concludes September 27, 2028. The new acquisition will operate as an IDIQ with a $10,000 guaranteed minimum and $130 million maximum, five 12-month pricing periods, individual task orders from $100 to $15 million, and 150-day offer validity. Contractors must deliver standard items within 2–5 calendar days and made-to-measure sizes within 60 days, with 99% on-time performance targets. The web-based ordering system must support 35,000 accounts, real-time allowance tracking, and comprehensive reporting, operational within 180 days of award.
NAICS 315210 (cut and sew apparel contractors); small business size standard 750 employees. PSC 8415 (Clothing, Special Purpose). Unrestricted procurement. Industry concerns cited domestic manufacturing cost premiums of 25–40% and the need for contract terms of at least five years to support domestic supplier investment and financing.
